SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2018 Wastewater Capital Improvement budget contains funds for planning and design for the next expansion of the North Water Reclamation Facility (NWRF). Colorado Department of Health and Environment (CDPHE) requires that all wastewater treatment facilities begin design for expansion once the facility reaches 80% hydraulic capacity, and have construction scheduled once the facility reaches 95% hydraulic capacity. The NWRF has reached or come within several hundredths of the 80% mark three times in the last year.

In the past the Town completed a Wastewater Utility Plan which included the NWRF and associated collection (sewer) system in a combined master plan. In 2018 Staff will complete a collection system master plan with Merrick Engineers. Staff has incorporated a facility master plan into the preliminary design scope with HDR Inc. in order to align with the timing of the collection system master plan, and to create a roadmap for this facility for the next twenty years.
