Approve the Resolution to award said contract, authorize the appropriate Town officer to execute said contract, and authorize Staff to expend contracted funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2019 Wastewater Fund Budget has funds appropriated for the design and construction of the North Water Reclamation Facility Expansion.
At the June 12, 2018 Board Meeting, the Board Authorized the Award of a Consultant Contract to HDR Engineering, Inc. for the North Water Reclamation Facility Master Plan and Preliminary Expansion Design.
At the April 9, 2019 Board Meeting, the Board adopted the North Water Reclamation Facility Expansion Master Plan and awarded a Professional Services Agreement to HDR Engineering, Inc. for the design of the expansion. As you may recall, at that time the Board was notified that staff anticipated bringing a Construction Manager At Risk (CMAR) contract to the Board for approval.
The Town requested proposals for a CMAR from six contractors on June 14, 2019. Proposals were due July 11, 2019, and three contractors submitted proposals. Staff reviewed the three proposals and selected two contractors for interviews. Staff conducted interviews on July 19, 2019 and based on the selection criteria selected Archer Western, LLC. Archer Western's price for the design phase is $255,000.
