Recommendation

Approve the resolution to award said contract, authorize the appropriate town officer to execute said contract, and authorize staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

The 2018 Wastewater Capital Improvement budget contains funds for planning and design for the next expansion of the North Water Reclamation Facility (NWRF).  Colorado Department of Health and Environment (CDPHE) requires that all wastewater treatment facilities begin design for expansion once the facility reaches 80% hydraulic capacity, and have construction scheduled once the facility reaches 95% hydraulic capacity. The NWRF has reached or come within several hundredths of the 80% mark three times in the last year.

 

In the past the Town completed a Wastewater Utility Plan which included the NWRF and associated collection (sewer) system in a combined master plan. In 2018 Staff will complete a collection system master plan with Merrick Engineers. Staff has incorporated a facility master plan into the preliminary design scope with HDR Inc. in order to align with the timing of the collection system master plan, and to create a roadmap for this facility for the next twenty years. During this twenty year period CDPHE will be implementing new more stringent nutrient standards and are expected to begin requiring facility master plans as part of their design review process to ensure long-term compliance. This project will develop a roadmap for future expansions to meet growth projections and anticipated future regulations for the NWRF. The Facility Master Plan will define what to include in the next expansion to meet the needs of growth and to meet effluent discharge requirements including CDPHE-offered incentive plans. 

 

This project will also provide a Biosolids Stabilization Study to improve current operations and equipment of the Town’s biosolids process through evaluation of existing and alternative stabilization technologies. The Study’s information, findings, and conclusions will be included in the Expansion Plan.

 

Due to the unique nature of this expansion project, instead of requesting Fee Proposals, Town Staff solicited consultant qualifications.

 

A Request for Qualifications was posted on the Town’s website on January 10, 2018 to ensure that local consultants were notified about this project.

Nine qualifications were submitted.  After Staff reviewed all of the qualifications, four firms were selected for interviews.  HDR Inc. did an excellent job of presenting their qualifications and how they would assist the Town in selecting the best option for the next expansion and were selected unanimously by staff.

 

Staff met with HDR Inc. in May to negotiate the fees, review the project scope and ensure that the Town’s needs for this project would be met.

After this first phase is complete and a treatment expansion is defined, Staff will bring back to the Board of Trustees a Fee for final design followed with a construction contract. The final design will be presented to the Board of Trustees early next year (2019) and the construction project will be presented mid to late next year depending upon CDPHE permitting timing.
