SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Background:
Archer Western was engaged as the CMAR for the pre-construction phase of the upcoming expansion of the North Water Reclamation Facility (NWRF). The CMAR provides input to ensure efficiencies in design and constructability, costing at various stages of design and ultimately provides a guaranteed-maximum-price which includes competitively bidding all project phases/disciplines. The resultant Guaranteed Maximum Price (GMP) represents the maximum price the Town will pay for the project (absent change orders approved by the Town). The Town has established a reasonable contingency for the project at roughly 5% and an allowance for repairs to an existing tank that has concrete damage due to hydrogen sulfide (H2S) gas present in wastewater. Archer Western has constructed numerous treatment facilities throughout the Front Range and Colorado over decades and has an excellent reputation.
At the June 12, 2018 Board Meeting, the Board Authorized the Award of a Consultant Contract to HDR Engineering, Inc. for the North Water Reclamation Facility Master Plan and Preliminary Expansion Design (18-179).
At the April 9, 2019 Board Meeting, the Board adopted the North Water Reclamation Facility Expansion Master Plan (19-177) and awarded a Professional Services Agreement to HDR Engineering, Inc. for the design of the expansion (19-175).
At the August 13, 2019 Board Meeting, the Board Authorized the Award of a Construction Manager At Risk Contract to Archer Western, LLC for the Pre-Construction Phase Services of the North Water Reclamation Facility Expansion (19-367).
Archer Western has worked with HDR reviewing the 60%, 90% and 100% plans for constructability. Archer Western solicited bids for sub-contractors and suppliers to ensure completion and the best price for the project. Archer Western has provided a guaranteed maximum price of $26,488,353 for the construction of the North Water Reclamation Facility Expansion.
In addition to this resolution, on the agenda tonight is a resolution to approve a change order to HDR Engineering’s Professional Services Agreement for providing construction administration for the North Water Reclamation Facility Expansion (20-459). HDR’s expertise is needed for oversight of the construction of the North Water Reclamation Facility Expansion.

Fiscal Impact:
The 2020 Wastewater Fund Budget has funds appropriated for the design and construction of the North Water Reclamation Facility Expansion. An additional $5,000,000 is proposed for appropriation in the 2021 Budget. This additional funding will cover the full cost for the expansion, including the construction for $26,488,353 and construction management for $2,493,740 for a total construction phase cost of $28,982,093.
