Approve the Resolution to award said contract, authorize the appropriate Town officer to execute said contract, and authorize Staff to expend contracted funds and contingency funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2017 Transportation Capital Budget has funds appropriated for the design of the Erie Parkway Bridge Over Coal Creek.

The Consultant will prepare conceptual designs with cost estimates, pros and cons and a recommendation for a preferred design. The conceptual designs are anticipated to be prepared by Fall 2017.

Once the Conceptual Design is selected, the consultant will begin the preliminary design and engineering studies which will include
* Site Survey
* Preliminary Bridge Design
* Preliminary Roadway Design
* Analysis of the impact of the new bridge on Coal Creek and if necessary preparation of a Conditional Letter of Map Revision (CLOMR)
* Geotechnical testing and report
* Drainage design and report for sizing a storm sewer system and water quality facilities
* Updated cost estimate

After the preliminary design is complete, the final design and preparation of bid documents will begin. It is anticipated that this project will be ready for bid spring of 2018 and complete by spring of 2019.

A Request for Proposal was posted on the Town's website on April 27, 2017 to ensure that local consultants were notified...
