POLICY ISSUES:
At the December 2, 2025 meeting Council consensus was for staff to review two of the options presented at that time. This presentation will discuss those two options, further evaluate the costs and impacts, and review how they may or may not align with the Transportation and Mobility Plan (TMP). This discussion will weigh the measurable benefits against the costs to pursue this connection.

STAFF RECOMMENDATION:
Staff recommend following the original TMP approach extending County Line Road to CO-7 via Coal Creek Blvd at the expense of Parkdale development and not pursue a connection through the Airpark.

SUMMARY/KEY POINTS
Based on transportation connectivity policies in the TMP, the consultant analyzed roadway connectivity (universe of alternatives) associated with existing and future traffic growth in the vicinity of the Airpark neighborhoods.
* Fatal flaw analysis - the process documented the route options against existing and future land-uses; open space, development, neighborhood impacts, and other considerations were applied to define feasible roadway alignments.
* Regulatory requirements - the consultants pulled in experts on airspace, waterways, land entitlements, and highway access to review options and regulations as a screening exercise.
* Stakeholder engagement - the process included a public meeting on the remaining options, meeting constituents on-site, online advertising, and presenting to the Airport Board for input.
