SUMMARY/KEY POINTS
* This resolution is necessary to onboard the Town's chosen Construction Manager At Risk (CMAR) for the North Water Treatment Facility.
o CMAR is an alternative delivery method that allows for early involvement of a contractor during design.
* Approving this resolution will allow Erie to keep this complex project on schedule and avoid incurring additional costs.
* Approving this resolution is necessary to allow Archer Western to begin pre-construction services.

BACKGROUND OF SUBJECT MATTER:
The Town of Erie currently provides potable water through the Lynn R. Morgan Water Treatment Facility (LFMWTF), which has a treatment capacity of 16.65 million gallons per day (MGD). To meet growing demands, Erie is planning to expand system capacity by constructing a new North Water Treatment Facility (NWTF). The Town selected Burns & McDonnell Engineering Company, Inc. as the design engineer and completed the conceptual design in May 2024. The project is now in the detailed design phase. Final design completion is expected in September 2026.
