The policy issue before Council is whether to expend budgeted funds for legal descriptions and acquisition services necessary to acquire Temporary Construction Easements for the Briggs Street Alley Project.

* The Briggs Street Alley Project requires acquisition of 39 Temporary Construction Easements.
* RockSol will provide oversight to generate legal descriptions and parcel acquisition services through an addendum to the original contract.

BACKGROUND OF SUBJECT MATTER:
Alleys on the 500 and 600 blocks adjacent to Briggs Street are located in unimproved right of way, lacking proper drainage conveyance and can be difficult to access following storm events. Both businesses and residents use the alley for deliveries and access to properties on a daily basis.

A 60% design plan set was completed by Rocksol for the Briggs Street Alley Project. Based on this design, a total of 39 Temporary Construction Easements need to be acquired prior to beginning construction on the project. Each easement will require a legal description, title work, appraisal, and meetings with the property owners.
