POLICY ISSUES:
This resolution proposes using funds that are budgeted to complete Phase 1 of the 2025 Street Maintenance project. This serves the Council's goal for maintaining infrastructure. Delaying this service would result in additional deterioration and additional, even higher, future costs.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2025 Capital Budget includes funds for annual street maintenance projects. The Town uses a pavement management software (StreetScan) to identify and prioritize segments based on existing life expectancy. Staff requested bids using the Rocky Mountain E-Purchasing system. Bids were received on May 6, 2025. The Town received eight bids.

Phase 1 includes application of a 2" mill & overlay on portions of various roads in Meadow Sweet Farms (approximately 29,901 SY), Historic Old Town Erie (approximately 110,118 SY), SunWest (approximately 22,901 SY), and crosswalk and pavement markings on Tanaka Drive, Stanley Drive, and Meller Street. All areas will require repairing pre-marked subgrade failures, profile milling, fixing cracking identified in inspections done after surface milling, adjusting valves and manholes, and replacing all pavement marking.
The lowest bidder was Asphalt Specialties Co. Inc. with a bid of $ $2,394,916.56.
