POLICY ISSUES:
This design work is critical to facilitate timely construction of new water treatment facilities to serve new development is already entitled and/or expected to need water service by 2030. The growth-related costs of the facility expansion will be paid for with water tap (impact) fees.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2020 update to the Town's Water Strategic Plan identified the need to construct the North Water Treatment Facility (NWTF) to enable the Town to meet the projected ultimate maximum day water demand of 37 MGD. The current treatment capacity of the Lynn R. Morgan water treatment plant is 16.65 MGD; and the 2020 Update predicted the Town will grow to exceed that capacity in 2033 at a population of approximately 54,300. The Town's current maximum day demand is approximately 11.0 MGD. The Town population has increased by 9% over the last year. With demand increasing, final design and construction for new treatment facilities needs to be completed and in service by 2030.
