I. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO FLAG  
Chair Hemphill opened the November 5, 2025 Planning Commission Meeting to  
order at 6:32pm.  
II. ROLL CALL

A quorum was present.  
III. APPROVAL OF THE AGENDA  
Commissioner Booth moved to approve the November 5, 2025 Planning  
Commission Meeting Agenda. The motion, seconded by Commissioner  
Dreckman, carried with all those present voting in favor thereof.  
IV. APPROVAL OF MINUTES  
Approval of the Sept. 17, 2025 Planning Commission Meeting Minutes

Commissioner Burns moved to approve the meeting minutes of the September  
17, 2025 Planning Commission Meeting. The motion, seconded by Commissioner  
Booth, carried with all those present voting in favor thereof.  
V. PUBLIC COMMENTS  
No public comment was taken.  
VI. GENERAL BUSINESS  
25-608 INFORMATIONAL: Joint Study Session Update  
Chair Hemphill announced Agenda Item 25-608: Informational - Joint Study  
Session Update.  
Chair Hemphill reported that the Joint Study Session with the Town Council,  
originally scheduled for early January 2026, has been tentatively rescheduled to  
April 7, 2026. The Town Council will reappoint new Planning Commission  
members in mid-March 2026, allowing time for two Commission meetings prior to  
the Study Session.  
The Study Session will focus on UDC updates related to affordable housing and  
the expanded roles and responsibilities of the Planning Commission. Chair  
Hemphill emphasized the importance of first understanding the Council’s  
priorities before committing significant staff or Commission time to these topics.  
Chair Hemphill encouraged Commissioners to continue work on any ongoing  
projects and to bring related items forward for potential inclusion on future  
agendas. At this time, the Commission’s work on these matters is temporarily on  
hold pending further direction.  
VII. STAFF REPORTS  
Chris LaRue, Principal Planner, reported that agenda items are scheduled for the  
next Planning Commission meeting on November 19, 2025, with additional  
tentative items planned for December 3, 2025. No items are currently scheduled  
for the December 13, 2025 meeting.  
VIII. COMMISSIONER REPORTS AND DISCUSSION ITEMS  
During Commissioner Reports, Commissioner Sawusch extended Veterans Day  
well wishes to those who have served.  
Chair Hemphill remarked that he had seen Commissioner Sawusch at a recent  
Motus Theatre event and thanked him for sharing his story. Vice Chair Braudes  
also expressed appreciation to both for their participation.  
Chair Hemphill suggested scheduling a refresher on Robert’s Rules of Order  
during an upcoming light meeting, noting that while there are no current issues,  
it would be beneficial for the Commission to review the procedures.  
IX EXECUTIVE SESSION  
EXECUTIVE SESSION: Active Harmer Training  
At 6:41pm, Vice Chair Braudes moved that the Planning Commission enter into  
Executive Session to discuss specialized details of security arrangements or  
investigations, pursuant to C.R.S. § 24-6-402(4)(d) regarding active harmer  
training. The motion, seconded by Commissioner Sawusch, carried with all  
those present voting in favor thereof.  
X. ADJOURNMENT  
The Planning Commission moved into Executive Session at 6:42pm and  
adjourned the November 5, 2025 Planning Commission Meeting following  
Executive Session at 7:38pm.
