STAFF RECOMMENDATION:

Recommendation

Staff recommends approval of the Resolution authorizing the construction contract with JOC Construction, LLC for the Erie Community Center pool staircase structural repairs project. Staff also recommends authorizing the appropriate Town Officer to execute the construction agreement and to expend budgeted funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The staircase leading to the slide structure at the Erie Community Center pool is constructed of concrete and after 15 years of absorbing water and moisture, it is displaying significant signs of wear and tear. Specifically, multiple areas of the concrete are crumbling, and there is a notable crack in a column supporting a section of the slide.

Staff requested two separate structural engineers assess the staircase and provide guidance on the next course of action. Both engineers confirmed the damage is a result of the rebar rusting and expanding within the concrete due to continuous exposure to water. Additionally, both engineers reported that the staircase is structurally sound and does not pose an immediate safety threat but advised that repairs should be made soon to address the existing damage and prevent further deterioration.

Staff recommends the repairs be conducted during the upcoming annual shutdown of the Erie Community Center, scheduled for late August. This timing would ensure minimal disruption to pool operations while allowing sufficient time to address the concerns raised by the engineers.

In accordance with Section 9, Cooperative Purchasing of the Town’s Purchasing Policy, the Parks & Recreation Department selected JOC Construction, LLC for this project. JOC Construction, LLC is an approved vendor through the Gordian Job-Order Contracting cooperative purchasing process for labor and materials for this project. The Town has been a member of this cooperative platform since 2022. Participating in approved cooperative purchasing allows governments, educational entities, and non-profits to take advantage of competitively bid goods and services for routine projects. Since Requests for Proposals are bid nationally then broken down by region, pricing and contractor diversity is more competitive. The process is also streamlined allowing for quicker procurement timelines.
