Summary and Background of Subject Matter:

Staff are critically aware of the importance of finishing the improvements to County Road 5 (CR5) so they don’t adversely impact the adjacent schools and neighborhood. Students have their first day of the 2022-23 school year on Wednesday, August 17. Parents who have to drop and pick up their children at these schools, as well as St. Vrain Valley School District (SVVSD) teachers, support staff and school administration are understandably concerned about safe access to the schools. Town staff shares this concern and with this presentation will review the many actions we have taken, and are taking, in coordination with SVVSD and with the Colliers Hill Metropolitan District #3 (CHMD) to safely finish the key elements of this project before school starts on August 17th. CHMD is directly managing the construction work.

 

Background.

At the May 11, 2021 meeting of the Board of Trustees, the Board approved an intergovernmental agreement (IGA) with CHMD to share cost in a project for improvements to County Road 5 (CR5) "Weld County Road 5 Widening & Raw Water Line Project". This project had been previously competitively bid by CHMD and a project schedule had been developed.

 

The Town's interest in entering into this IGA with CHMD to make improvements along the east side of CR5, for which the Town was responsible, was to two fold. Frist, we wanted to minimize the impact on the schools (Erie High School and Soaring Heights K8) and the neighborhood adjacent to the project. The IGA would facilitate having only one coordinated project instead of two separate projects. Second, we wanted to have the best chance of managing the project effectively. Again, the IGA enabled by having one, instead of two lead project managers, coordinating the contractor and subcontractors on the project.

 

The Town's portion of the work initially included placing a raw water line, road widening, medians, bike lanes and sidewalk improvements, and other infrastructure. Later the Board of Trustees asked to also add the signal at Flora View and CR5.

 

The project as initially envisioned by CHMD would have concluded in one year. However, the Town asked that the project be split and phased into two years to reduce the adverse impact and ensure safe access to the adjacent schools. Control of the contract and agreement with the contractor remained with CHMD. Over the course of the project various challenges have occurred and various successes have occurred as well. Staff will present a summary of these issues to date at the August 9th Board of Trustees Meeting and provide an update on this important project which will ultimately create significant safety and traffic flow improvements to the residents and students.
