Staff is seeking the Board’s direction on the approach to take with a November ballot measure on the Trails, Natural Areas, and Community Character (TNACC) tax.

Summary and Background of Subject Matter:
Staff is seeking the Board’s direction on the approach to take with a November ballot measure on the Trails, Natural Areas, and Community Character (TNACC) tax. The tax, which is set to sunset in 2024, is a 4 mill property tax, revenue from which may only be used to purchase and preserve open space, enhance wildlife habitat and develop regional trail connectors.
During the Board’s July 26, 2022 meeting, staff asked the Board to consider and provide direction for one of the following options:
1. Extend the TNACC sunset date another 10 years and expand the allowable uses of the fund to include other parks and open space related expenses;
2. Extend the TNACC sunset date another 10 years, expand the allowable uses of the fund (as in 1 above), and increase the tax by 1 mill, from 4 mills to 5 mills.
Based on the Board’s direction this evening, staff and the Town’s attorney will prepare a resolution with the ballot language for approval during the August 23, 2022 Board meeting.
