SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town of Erie Urban Renewal Authority ("TOEURA") is comprised of board members including one "elected member of a board of education of a school district levying a mill levy within the boundaries of the urban renewal authority area" (the "School District Position"). This School District Position is currently held by John Ahrens. Mr. Ahrens' term on the St. Vrain Valley School District's ("SVVSD") Board recently ended, and thus he is no longer eligible to serve in the School District Position on the TOEURA.
Both SVVSD and the Boulder Valley School District ("BVSD") levy a mill levy within the boundaries of the TOEURA, but SVVSD has more schools in Erie than does BVSD, and 3 of the 5 URA's in Erie are located in the SVVSD service area. Town Administrator Malcolm Fleming contacted the SVVSD and BVSD Superintendents to request that they nominate an elected school board member to fill the School District Position vacancy. The BVSD deferred to the SVVSD, and the SVVSD provided the name of Meosha Brooks, an elected board member of the SVVSD to fill the School District Position vacancy.
C.R.S. ?31-25-104(2.5) requires the Mayor, with the consent of the Board of Trustees, to appoint an individual to fill the School District Position.
