PRESENTER: Paul Glasgow AICP, Interim Director of Planning & Development will introduce a proposed workflow to prepare for the upcoming comprehensive plan update though a process that analyzes the Town's current comprehensive plan.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Background: Recently, the Board of Trustees recommended that the comprehensive planning consultant selection be postponed until after the April 2022 election. Thereafter the Planning Commission expressed a desire to start the ball rolling and prepare for the development of the comprehensive plan prior to the delayed consultant selection. In a workshop on November 17, Planning Commission requested that staff prepare a work plan and process to help jumpstart the comprehensive plan planning effort.

Proposal: Staff recommends that the Planning Commission complete a comprehensive plan report card exercise that examines the existing comprehensive plan.

The goals of the effort would fourfold:

1) For Commissioners to become more familiar with what is in the existing comprehensive plan,
2) To evaluate how the Town did in accomplishing the last comprehensive plan,
3) To determine what elements of the current comprehensive plan are still relevant today, and
4) To evaluate what new issues need to be incorporated into the comprehensive plan update.

After the Planning Commission completes this exercise, staff recommends that the Planning Commission conduct additional outreach to other Town boards and commissions. Staff recommends the Planning Commission form a subcommittee that will reach out to other boards and commissions to get their input into the state of the comprehensive plan through a similar exercise.
