SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Constructing this reuse waterline will provide a connection to a secondary reuse water source at Colliers Hill Tank for the irrigation of Erie Community Park.
In May 2021, the Town Administrator authorized a professional services agreement with Murraysmith, Inc. in the amount not-to-exceed $97,000. The work included completion of an existing conditions survey, design and construction documents, bidding support, and construction administration for a new 12-Inch Reuse Waterline to be located in Erie Parkway between South Briggs Street and Powers Street. The design has been completed.
A request for construction bids was posted on Bidnet Direct for the Erie Parkway Reuse Waterline Improvements on August 25, 2021. A virtual non-mandatory pre-bid meeting was held on September 1, 2021.

The low bidder is GoodLand Construction, Inc. Their references were checked and staff believes they are qualified to construct this project.
Staff recommends awarding the construction contract for the Erie Parkway Reuse Waterline Improvements to GoodLand Construction, Inc., for the bid amount of $536,804.00 with a 10% contingency amount of $53,680.00, for a total contract amount of $590,484.00.
In addition, staff plans to request approval from the Town Administrator to authorize a new professional services agreement with Murraysmith, Inc. in the amount of $45,409.00 to provide construction field inspection, soil compaction and concrete materials testing services for this project.

The 2021 Water Fund Budget has $903,000 appropriated for the construction of the Erie Parkway Reuse Waterline Improvements:
