SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The need for this project was identified in mid-2020. Staff was informed of improper drainage of storm water flows in the cul-de-sac at Links Court in the Vista Ridge community. It was determined that some "flat spots" in the existing storm gutter grades were causing water ponding in front of residential driveways and sidewalks causing a slip hazard during wet weather and icy conditions during freezing weather. It was also determined that the pavement in the cul-de-sac is severely distressed due to failure of the street subgrade soils (see Attachment 4 - Aerial Photo of Links Court). Completion of this project in 2021 is a first step in facilitating the efficient completion of the planned 2022 Street Maintenance and Overlay Program for the remainder of Links Court.
In May 2021, the Town Administrator authorized a professional services agreement with Murraysmith, Inc. in the amount not-to-exceed $47,407 for design, bid support and construction support services. The design work included the street redesign in accordance with Town Standards to ensure positive drainage of storm water out of the cul-de-sac, to remove and reconstruct the street subgrade and asphalt pavement, curbs, gutters, and sidewalks as needed to eliminate water ponding and distressed pavement conditions.
