SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

In March of 2021, the Board of Trustees approved a construction contract to install a water line between the Compass neighborhood and N. 119th Street as part of the Zone 3 water line project.  The project included funding to build a trail in the same path as the new water line.  In order to accommodate the water line infrastructure and trail corridor, the Board later approved a purchase of land from Boulder County Open Space from Compass to N. 119th Street.  Parks & Recreation and Engineering worked together to design the 10-foot trail that will extend from the Compass neighborhood to N. 119th Street.  This trail connection is identified in the Parks, Recreation, Open Space, and Trails Master Plan trail map.

Due to the agricultural use of the properties north and south of the trail corridor, the Town will install a split rail fence to protect trail users and establish the boundaries of the trail corridor.  The fence will be a cedar split rail that meets open space fencing guidelines.  Once water line installation is finished, the Town’s contractor will install the trail in the fall, followed by the fence.  Contracting with Facilities Contracting now ensures the Town locks in pricing in a fluctuating market.

In accordance with Section 9, Cooperative Purchasing, of the Town’s Purchasing Policy, the Parks & Recreation Department has procured Facilities Contracting for the construction of the fence.  Facilities Contracting is an approved contractor through Sourcewell’s cooperative purchasing process. The Town has been a member of this cooperative platform since 2018.  Participating in approved cooperative purchasing allows governments, education and non-profits to take advantage of competitively bid goods and services for fairly routine projects and commodities such as small batches of concrete and asphalt, lumber, chemicals, etc. Since Requests for Proposals are bid nationally then broken down by region, pricing and contractor diversity is more competitive. The process is also streamlined allowing for quicker construction timelines.
