SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

At the June 8, 2021 Board Meeting the Board of Trustees awarded a construction contract to Wager Construction, Inc for the Austin Ave Water Main. The original design proposed an open cut method of installation except where the pipe crosses County Line Road north of Erie Parkway.  In this location the design included Horizontal Directional Drilled (HDD) installation.  The primary reason HDD was proposed was because of the number of utilities in conflict crossing County Line Road. This method also minimizes traffic impacts during construction.

 

Due to the long lead time for pipeline materials, the project will not begin construction until September. With school now in session the charter school on Austin Ave would be impacted with the standard open cut pipeline construction methods.

 

Town staff and Wagner Construction have worked together to come up with a solution to minimize traffic impacts on Austin Ave and Erie Parkway.  The change order before you tonight proposes using the more costly HDD method of installing pipe across Erie Parkway and in Austin Ave to a point east of the access to the charter school.

 

There will be limited lane closures in Erie Parkway to connect the new pipe to the existing pipe in Erie Parkway, but it will be significantly less impactful than utilizing the standard open cut method of installing the waterline across the road.

 

There will be the need to temporarily close the center turn lane in Austin Ave west of County Line Road and east of the access to the school. This will have minimal impact of parents dropping their children off at the charter school.

 

Fiscal Impact:

Since the project has not begun construction yet, Town staff recommends keeping the original contingency for unforeseen conditions during construction. The Cost Summary below includes the original costs presented at the June 9, 2021 Board of Trustees meeting in addition to Change Order 1.
