SUMMARY AND BACKGROUND OF SUBJECT MATTER:
As part of its 2021 work plan, the Board has expressed a desire to accelerate the timeline for the completion of the Coal Creek Park redevelopment project. After an extensive community engagement process, the Board of Trustees adopted the Coal Creek Park Master Plan in 2018. Staff was directed to complete construction documents (CDs) according to the adopted master plan. CDs were completed in 2019, ensuring the Town would have a shovel ready project when the time came to construct the park.

To ensure continued compliance with code, standards and specifications, and other external factors that have changed since 2019, the CDs need to be updated before construction can begin. Wenk Associates, who completed the original documents in 2019 has been working with staff to make the applicable updates. The Board approved an agreement with Wenk in March 2021 for services not to exceed $34,723. With the addition of the splash pad/ice rink amenity, additional landscape screening required by code, and coordination with utility consultants, Wenk's scope has increased.

The Town received an updated scope from Wenk for $58,047 in additional design services and $8,900 for the Subsurface Utility Exploration (SUE) Report. In addition, staff recommends reserving approximately 15...
