Summary and Background of Subject Matter:
The Town purchased its first street sweeper in 2007 (International 4200 Sweeper). The Town purchased a second sweeper in 2018 (International 4300 sweeper) knowing that the first one was reaching the end of its useful life. The 2007 sweeper was presenting multiple maintenance challenges and therefore sent to auction and sold in August 2021.
The purchase of a second sweeper would allow for continued sweeping operations for the Town and redundancy during times when the first unit needs to be serviced or repaired. Also, as the Town has grown significantly since 2007, so has the total miles of streets and expectations of the residents. Generally, the sweeping operations with a single unit allows for one complete pass on all streets at least once a year and a second pass on higher debris streets twice a year.
Staff is preparing the 2022 budget for the Board’s review and approval. This proposed budget includes the cost for this purchase. While generally these requests are submitted with the normal budget process, staff is looking to receive approval for the purchase prior to the budget review and approval. The lead time for receiving the sweeper is approximately six months, outside of COVID-related delays. With ordering now, staff hopes to receive the unit by spring of 2022 when sweeping operations start.
Similar to vehicles, the current economic situation has the potential for equipment manufacturers to follow suit with auto manufacturers and limit their production or impose significant delays, so getting in line now is advised.
