Summary and Background of Subject Matter:
The 2021 Storm Drainage fund includes a budget line for Old Town Drainage Improvements. An improvement that would benefit existing and new development would be to construct a stormwater quality pond to treat stormwater prior to discharging into Coal Creek. Staff is recommending converting the abandoned lagoons located north of the old water reclamation facility into a stormwater quality pond (see attached Vicinity Map). There is an existing 54-inch storm sewer on the west side of the lagoons that drains the majority of Old Town. By diverting stormwater from this storm sewer into the converted lagoons, the stormwater can be treated prior to discharging into Coal Creek.
This project has the potential for multiple benefits:
1. By providing stormwater quality treatment prior to discharging into Coal Creek, stormwater quality treatment would no longer be required on site for new development. This would save development/redevelopment cost in Old Town.
2. By treating stormwater in an existing untreated development, the Town may be able to receive nutrient removal credits from Colorado Department of Health and Environment (CDPHE) through its nutrient trading policy to apply towards the North Water Reclamation Facility permit as well as potential wetland credits to offset future development impacts.
3. The stormwater quality pond will provide an excellent wetland education opportunity for Erie residence by incorporating a trail and environmental exploration areas. (see attached Stormwater Quality Pond Example)
A requirement in the predesign phase is for the consultant to prepare a conceptual design with exhibits showing environmental education opportunities and the benefits of a stormwater quality pond. These exhibits will be used for obtaining public input at an open house, and for creating an outreach plan for obtaining public input for those that are unable to attend the open house. The conceptual plan will be updated to incorporate public input. The final conceptual plan will be presented at a Town of Erie Board of Trustee meeting to obtain the Boards input prior to beginning preliminary and final design.

Staff review of Proposals June 4, 2021
The Town received 4 proposals on May 28, 2021. Staff reviewed the qualifications of all 4 proposals in detail and meet on June 4 to review prior to looking at the fees. Although all of the proposers were qualified to do the work, Town staff ranked ICON and Topographic as the top two choices overall.

Staff is recommending awarding Topographic Land Surveyors Co. this project based on their qualifications, approach to the project, and design cost. Although Topographic has not worked with the Town in the past, Margaret Brown, the branch manager, has worked with the Town on multiple projects for over 20-years. The Proposal Fee is $187,750, with a 15% contingency of $28,250, the recommended contract award is $216,000.
