SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The need for this new waterline connection was identified in the Town’s Water Master Plan. The Erie Commons Development is in water pressure Zone 2. This area of Zone 2 is primarily served from pressure reducing vales (PRV’s) from water pressure Zone 3. This connection will provide an additional direct connection to the Zone 2 water distribution system. Water feeding through the PRV’s is pumped to Zone 3 then the pressure is reduced to feed Zone 2. This connection will allow water to be feed by gravity, reducing the volume of water pumped, which will provide a more reliable system with reduced energy costs. This project will also convert a Zone 2, 12-inch waterline on the west side of County Line Road north of Erie Parkway to Zone 3 which will provide a needed waterline for the Town Center development northwest of County Line Road and Erie Parkway.
At the June 9, 2020 Board Meeting the Board of Trustees approved a Change Order to an existing consultant agreement with RESPEC to redesign and prepare bid documents for the Austin Ave. Water Main project.
Now that the Austin Ave. Water Main project has bid, RESPEC, Inc. was asked to provide a cost for construction management services. The construction management services will include inspection, documentation, oversight during construction and geotechnical testing services. The Town’s construction inspectors are focused on construction inspection and oversight of residential and commercial development. Due to the volume of development in Erie and RESPEC’s familiarity with the Austin Ave. Water Main design, staff believes it is in the Town’s best interest to have RESPEC, Inc. provide construction management services. In addition to this resolution, on the agenda tonight is a Resolution for approving a Construct Contract for the Austin Ave. Water Main (Consent Agenda 21-127).
Staff recommends awarding the construction management contract for the Zone 3 Waterline Extension Phase 2A to RESPEC, Inc., in the amount of $104,000.
Fiscal Impact:
The 2021 Water Fund Budget (after first supplemental with 2020 rollover) has $1,268,196 appropriated for the construction of the Austin Ave Water Main:
