SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The need for this new waterline connection was identified in the Town’s Water Master Plan. The Erie Commons Development is in water pressure Zone 2. This area of Zone 2 is primarily served from pressure reducing vales (PRV’s) from water pressure Zone 3. This connection will provide an additional direct connection to the Zone 2 water distribution system. Water feeding through the PRV’s is pumped to Zone 3 then the pressure is reduced to feed Zone 2. This connection will allow water to be feed by gravity, reducing the volume of water pumped, which will provide a more reliable system with reduced energy costs. This project will also convert a Zone 2, 12-inch waterline on the west side of County Line Road north of Erie Parkway to Zone 3 which will provide a needed waterline for the Town Center development northwest of County Line Road and Erie Parkway.
At the June 9, 2020 Board Meeting the Board of Trustees approved a Change Order to an existing consultant agreement with RESPEC to redesign and prepare bid documents for the Austin Ave Water Main project.
A request for bids was posted on Bidnet Direct for the Austin Ave Water Main April 19, 2021.
A virtual non-mandatory pre-bid meeting was held on April 26, 2021.

The Low bidder is Wagner Construction, Inc. Their references were checked and staff believes they are qualified to construct this project.
Staff recommends awarding the construction contract for the Austin Ave Water Main project to Wagner Construction, Inc., for the bid amount of $1,023,451 and a contingency amount of $102,349 for a total contract amount of $102,349.
In addition to this resolution, on the agenda tonight is a resolution for approving a Professional Services Agreement for Construction Management Services for the Austin Ave Water Main (Consent Agenda 21-204).
Fiscal Impact:
The 2021 Water Fund Budget (after first supplemental with 2020 rollover) has $1,268,196 appropriated for the construction of the Austin Ave Water Main:
