Approve the Resolution to execute said change order, authorize the appropriate Town officer to execute said change order, and authorize staff to expend budgeted funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town has an existing contract with Leonard Rice Engineers to assist in exploring the development of groundwater wells adjacent to Boulder Creek near the North Water Reclamation Facility, which will be a significant and redundant water source for the Town. As this project grew from a conceptual phase to a viable project and Water Court filing, the Town requested that Leonard Rice perform additional engineering support in developing information required as part of the Water Court filing, related to the water rights that would be needed to develop the well field. The efforts in settling with objectors was far more extensive than anticipated, which resulted in more engineering support. Now that the water court issue is settled and we have a decree, there is a little more work to develop water accounting spreadsheets and additional engineering work to meet commitments the Town made to settle.

This final phase of the project will include reaching a settlement with remaining objectors, evaluating the potential yield of various Windy Gap delivery scenarios and reuse of effluent for irrigation, and updating the current water use accounting forms for the NWRF Reservoir. Funds are budgeted for this work.
