Approve the Ordinance adopting revised rules and regulations governing the Erie Cemetery

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Staff from Parks and Recreation and the Clerk’s Office have been working with legal counsel and consultants from Cemetery Planning Resource Alliance (CPRA) over the past year to update the rules and regulations that govern the operations of the Erie Municipal Cemetery also known as Mount Pleasant Cemetery.  The last update to these rules and regulations occurred in 2014. The agenda item for this evening is the Board’s review and approval of the updates and changes which are consistent with industry standards and improve the Town’s ability to operate the cemetery in a manner that best represents the Town. The changes address the following operational areas:

                     Improved clarity of legal definitions

                     Specified operational hours and time of interments

                     Standards for burial space and grave size

                     Procedural rules for natural burials and scattering/direct burial of cremated remains

                     Regulations for monuments and decorations

Staff will implement the changes immediately upon Board approval.
