Staff introduction on the current status of Boulder County's proposed Composting Facility and then opportunity for public comment on the proposal with comments limited to 3-minutes each.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Boulder County has previously released plans to construct a large-scale compost facility at the old Rainbow Nursery site on the east side of US 287 just south of Highway 52. The County's information about the proposal can be found at this link.

Many Town of Erie residents have expressed opinions and raised questions and concerns about this proposal. As a result, the Board of Trustees asked staff to schedule a meeting during which representatives from Boulder County would provide information on the proposal. Staff asked Boulder County to have representatives attend the February 9th meeting and provide information and respond to questions.

In response to the Town's request, Boulder County sent the attached message. That message states the County's review of the facility designs has been put on hold and that, "Currently, the project team is working to analyze and refine designs to meet the original scope of work and mitigate concerns of neighbors and area residents including groundwater penetration, air/odor control, and traffic safety." As a result, the County declined to send representatives to attend this meeting.

To help inform the Board of Trustees' position on this proposal, even though County representatives will not be attending this meeting, the Board still wants to hear from Town residents who have comments, questions or concerns about this Boul...
