Adopt Resolution authorizing Town staff to submit a Colorado Department of Local Affairs Energy and Mineral Impact Assistance Fund Grant application in the amount of $200,000.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

A Comprehensive Plan Update was the top issue identified in the Board of Trustees 2021 Work Plan. The 2021 budget includes $400,000 dedicated to hiring a consultant to lead the Town through this planning process. There is an opportunity for the Town to apply for a grant to cover half of the costs ($200,000); the Town would have to match the grant with a match of $200,000.

 

The Energy Impact Assistance Fund Grant Program (EIAF) is administered through the Colorado Department of Local Affairs (DOLA). The EIAF assists communities that are socially and/or economically impacted by the development, processing, or energy conversion of minerals and mineral fuels. Funds come from the state severance tax on energy and mineral production and from a portion of the state's share of royalties paid to the federal government for mining and drilling of minerals and mineral fuels on federally-owned land.

 

The Town will be applying for EIAF Grant Cycle 21-05. This Cycle is available for Tier I grant requests only. Tier I grant requests are limited to a maximum of $200,000 and require a 50% match in funds from the community. DOLA has $4,000,000 in funding available during this Cycle. The EIAF grant schedule is:

                     Contracts signed:                      Mid-Summer, 2021

 

The grant application requires that the Board of Trustees authorize the application submittal. Staff has provided the Board of Trustees a copy of the draft application and supporting documents. The Resolution provided authorizes the submittal of the application.

 

Fiscal Impact:

The Town has budgeted $400,000 for a Comprehensive Plan update in 2021. If the Town is awarded the grant it would reduce the Town’s expenditure for the Comprehensive Plan update process by $200,000.
