Recommendation
Adopt Resolution No. 21-017 approving said agreement, authorize the appropriate Town officer to execute said agreement, authorize staff to administer the project.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
This project will benefit the Town's traffic system by reducing travel times, reducing vehicle emissions, and establishing a foundation for future intelligent traffic systems. The Town had previously allocated funds to implement a traffic signal communication project. The project progressed to the design phase but due to COVID-19 budgetary adjustments, the project was not moved to the construction phase. The Town then applied for a Denver Regional Council of Governments (DRCOG) grant request. The funding request was approved by DRCOG.

The next step is to enter into an intergovernmental agreement with the State of Colorado to administer the federal funds. The Colorado Department of Transportation (CDOT) administers federal transportation funds for the State of Colorado.

Once the agreement is executed, the Town can select a design firm to prepare the design and contract documents for bidding the system.

Fiscal Impact: The Town will be awarded up to $893,000 in grant funding with a 0% match. The WCR5 and Colliers Pkwy traffic signal is located off the DRCOG regional roadway system thus not eligible for funding. The Town will cover all costs associated with instal...
