SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town has received funding under the federal Coronavirus Aid, Relief, and Economic Security Act (the ”CARES Act Funds”).  These funds allow expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) through December 30, 2020.  The Board previously approved the creation of the Utility Bill Grant Program to provide assistance to residents who have had a negative impact due to the COVID-19 public health emergency.  Due to the overwhelming response from residents, staff propose allocating an additional $60,000 to the program.

Under this program, residents can apply for a one-time utility bill grant, to be applied as a credit against their utility billing account.  There are no income qualifications, but applicants must submit documentation showing financial hardship due to COVID-19.
