Recommendation
Approve the Resolution to sign the IGA with Boulder County for Boulder County to share its data with the Town of Erie by January 31st of each calendar year in perpetuity.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
This exact IGA was adopted and signed by Mayor Carrol June 9, 2020, but not ratified by Boulder County due to clerical error. Boulder County's IGA template language has since been updated to include additional indemnification language which requires a new IGA.

On March 10, 2020 Erie's Board of Trustees adopted Ordinance No. 15-2020 to require waste haulers to obtain licenses through, and require haulers to submit annual reports to, the Boulder County Resource Conservation Division. The county leases the ReTRAC software and allows all municipalities within Boulder County to use for free so long as the said ordinance is passed. 2020 is the first year the Town of Erie will begin collecting baseline waste diversion data through a standardized online reporting system. This participation in the regional approach will allow for the aggregation of tonnage of all landfill, recycling, and composted materials throughout the Town of Erie. This data is crucial for making responsible, data-driven decisions to achieve recycling and composting priorities adopted in the Sustainability Master Plan.

This IGA between Boulder County and the Town of Erie will bind the county to sharing hauler data collected annually through ReTRAC.
