Recommendation
Approve the resolution to enter a service agreement with Lithos Engineering. This is a sole source contract due to the specialized experience and knowledge of the project area. They are also linked to CGRS an existing contractor for the project area.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town has requested Lithos Engineering to assist in evaluating undermining and other geotechnical aspects of the Town owned land located northwest of the Erie Parkway and Interstate-25 intersection (the I-25 Gateway site).

The project site is mapped as extensively undermined by the Eagle Mine at depths between approximately 250 and 400 feet. The site is bounded to the south, east, and north by Erie Parkway, I-25, and CR-10, respectively, and extends approximately 0.5 miles west of I-25. As with most of the historic coal mines in the area, it is believed the mine boundaries are controlled by geologic faulting and coal quality. The existing coal mine maps often do not account for all of the coal mining in the area. It is common for additional mine workings to be encountered in areas not mapped as undermined.

Based on conversations between Lithos and the Town of Erie, Lithos proposes to: 1) Evaluate coal mine presence and depths, 2) Estimate accuracy of the existing coal mine extents and characteristics, 3) Evaluate subsidence hazards associated with the site, and 4) provide recommendat...
