Approve the resolution approving a construction contract with Coyote Ridge Construction, LLC. for the Coal Creek Disc Golf Course ditch crossing, and authorize staff to expend contracted funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2020 adopted budget includes funding for an 18-hole disc golf course to be located in the Coal Creek open space between downtown and the Colliers Hill neighborhood. This project aligns with the goals stated in the Parks, Recreation, Open Space and Trails Master Plan, and has been thoroughly vetted by the community and the Town’s Open Space and Trails Advisory Board. The final design for the disc golf course was adopted by the Board in February of this year.

 

Over the last several months’ staff has been working with a landscape architect to produce the final construction documents needed to build the course. Part of this work included working with the Erie Coal Creek Ditch Company to create a safe and legal culvert crossing over the Cottonwood Extension Ditch which runs through the middle of the course. The design for the culvert crossing had to be created using standards and specification created by the ditch company, and the final design had to be approved by their engineer and legal counsel. Additionally, a licensing agreement had to be created to formalize the crossing. Tonight’s agenda item is the consideration of a contract with Coyote Ridge Construction to build the culvert crossing using the design approved by the Ditch Company.

Due to the complex design requirements, staff felt it necessary to solicit bids from companies who specialize in this type of concrete work.  An invitation to bid was released and seven bids were received by the deadline:

The staff evaluation team’s analysis concluded Coyote Ridge Construction, LLC. is the best overall contractor to complete the project based on the following factors:

                     Past work history/experience

                     Completion of similar projects

 

The current budget for this project is $50,000 in the Parks and Recreation Department’s Capital Improvement Plan.  Due to the unanticipated legal and engineering costs, which had to be paid by the Town, and the robust design of the culvert crossing, an additional $64,000 is needed to complete this project. Understanding disc golf has been identified as a priority by the community and the Board, staff recommends moving forward with the full 18-hole course as planned. Staff has identified funding opportunities within the Parks and Recreation Department’s current budget to cover the unexpected shortfall. This includes using approved rollover funds from 2019, utilizing savings from the Crescent Park Playground replacement, and grant funding. Additionally, Public Works has identified $36,900.00 in funding from their sidewalk and connectivity budget to support the project. The disc golf project is scheduled to be completed and open for play this this fall.
