SUMMARY AND BACKGROUND OF SUBJECT MATTER:

On December 2, 2019 the Town was awarded $71,260 in grant funding, through the Regional Air Quality Council’s Charge Ahead Colorado program, for its Electric Vehicle (EV) and Charging Station project. On April 28, 2020 the Board of Trustees approved the procurement of EV charging station equipment through State Bid #142318. On June 9, 2020 the Board of Trustees approved an agreement with Alliance Electric Solutions (AES) to install four of the seven EV charging stations (each with two charging ports). In their bid, AES made it apparent that a new, larger transformer would be needed to satisfy the new demand to United Power’s (UP) electric grid to power the eight charging ports.

 

In contrast, Xcel Energy has accepted the Town’s application to participate in a new Electric Vehicle Supply Infrastructure Program in April and will be paying for any needed grid upgrades for the remaining three chargers in their territory and the Town will not be responsible for the upgrades as is the case in UP’s territory. UP does not yet have this incentive program and expects the Town to pay for this infrastructure improvement.

 

UP provided three quotes for different sizes of transformers and given the high probability the Town will expand the Erie Community Center in the future, staff chose the largest size to accommodate this planning and to easily streamline an expansion when that occurs. AES’s bid is $34,307 for the new transformer. This agenda item is addressing the design, purchase, and installation of this transformer to be installed in the southeast parking lot of the Erie Community Center. This is a required step to satisfying the grant requirements and installation of charging stations.
