SUMMARY AND BACKGROUND OF SUBJECT MATTER:
At the March 13, 2018 Board of Trustees meeting the Board awarded a Consultant Contract for the design of the Zone 3 Waterline Improvements Phase 2. The design is complete and easements are now needed prior to bidding the project. One of the pipeline segment alignments is within an existing Southern Water Supply Project (SWSP) Easement which is owned and operated by Northern Colorado Water Conservancy District (NCWCD). The existing pipeline within this easement provides water directly to Erie's Water Treatment Facility and the City of Broomfield.
At the June 23, 2020 Board of Trustees meeting the Board approved a Resolution to enter in to a Consent Agreement with the various SWSP partners to allow for an alternate calculation of the interest associated with acquiring this easement. We have since revised our estimated savings, based on the agreed upon amount of $75,000 which was based on a market valuation which was performed by Wester Land Group. Our initial estimates put the savings at roughly $100,000, however this was based on two sections of the easement whereas only one section is related to Broomfield. Nevertheless we believe the savings based on the agreed upon approach is still in excess of $30,000 and a win-win for the Town and Broomfield.
