SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

The Town’s Parks and Open Space operations continue to grow through the internal purchase and acquisition of open space land, and through park and open space land that is dedicated to the Town as part of the residential development process.  Last year alone the Town’s parks and open space grew by more than 100 acres; and additional 10-15 acres will be added this year.  This growth has resulted in a need for more storage facilities at various locations throughout Town.  Staff also sees a need for better storage capabilities for our contracted agriculture farmers to more effectively store their seasonal equipment and alfalfa/hay production.  Last year, staff identified the Allan Farms open space as a suitable location to add a large prefabricated storage building that could house the Town’s equipment and mowers, and temporality store the agricultural production until it is sold.  The portion of the building used for agricultural storage would be subject to a rental fee that would be paid monthly by our contracted ag farmers.  

Staff researched several prefabricated manufactures that could meet our design criteria and preferred price point and found Armstrong Steel to be the most responsive.  Armstrong is a local Colorado company that has fabricated large storage facilities for similar use throughout the Front Range.  Staff would like the Board to approve this project and appropriate the funds to purchase and install a prefabricated storage facility on the Allan Farms property using the Conservation Trust Fund.  Staff has vetted this project by the members of the Open Space Advisory Board and received positive feedback and general support.

 

With Board approval staff would provide Armstrong Steel with direction to begin manufacturing the building which can take 1-2 months.  Staff is in the process of identifying local companies that can install the building once complete and prepare the site.  

 

This expenditure will be funded from the Town’s Conservation Trust Fund (CTF), which receives a portion of Lottery proceeds constitutionally mandated to be distributed directly to local governments, based on population, for acquiring and maintaining parks, open space and recreational facilities. The funds are distributed and monitored through the Colorado Department of Local Affairs (DOLA). The CTF can be used for the acquisition, development, and maintenance of new conservation sites or for capital improvements or maintenance for recreational purposes on any public site. By using CTF funds for this project, it will not affect the Town’s General Fund reserves.
