SUMMARY AND BACKGROUND OF SUBJECT MATTER:

On April 24th I sent an email to the Board of Trustees and Town staff with a memo outlining a summary of our forecast, a review of the Town’s General Fund and other fund reserves, background on the Town’s fiscal situation, important factors to consider when deciding a plan of action, and a comparison of Erie’s situation to other municipalities. That memo and the related documents are attached to this agenda item.

 

In anticipation of possible changes to current “Stay at Home” and “Safer at Home” rules, Town staff has been actively working on re-opening plans for all facilities, while complying with published and anticipated Orders and guidelines. A summary of these plans are attached. It is important to remember that these plans are fluid and can change with updated guidelines from the State and other public health agencies.

 

During the May 5 Study Session, we will review this information with the Board and address questions. Based on the Board’s comments and general direction during the Study Session, we will finalize for approval during the Board’s May 12 meeting, the list of actions that need Board approval, such as which capital projects to defer, whether to defer pursuit of Home Rule until 2021, and other key options listed in the “Staff Recommendations for Reducing the Potential Gap Between General Fund Revenues and Expenditures”.
