SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Background:
On December 2, 2019 the Town of Erie was awarded funding for its Electric Vehicle (EV) and Charging Station project after scoring highly compared to other applicants. It was deemed that the applied funding to replace a combustion engine fleet vehicle with a leased EV and the installation of seven electric vehicle charging stations “…will provide a positive impact on the region’s air quality”. The two separate parts of this awarded grant are:
• $8,260.00 for 1 EV with a $2,065.00 match which has been satisfied
• $63,000.00 for seven EV Charging Stations with $15,750.00 required match for the charging station project.
This agenda item is addressing the procurement of the EV charging station equipment. Once the equipment has arrived from National Car Charging LLC, the installation can begin and grant award moneys will be reimbursed as a revenue line item.
National Car Charging, LLC was awarded a State of Colorado Price Agreement January 10, 2020 with the intent to work alongside statewide departments such as Regional Air Quality Counsel’s (RAQC) Charge Ahead Colorado program to supply discounted electric vehicle charging stations through a bulk purchase competitive bid process. After months of research, staff decided that the product and service provided through this state bid were exemplary. The equipment and services include seven ChargePoint Dual Output Collard Unit charging stations with a five-year Commercial Cloud Plan as well as a five-year operations and maintenance Assure Plan.
Fiscal Impact:
The Town received a grant from RAQC for $63,000.00, and will be using a portion of the $45,000.00 budgeted as a required match for the amount of $2,576.00. The total for purchasing the chargers is $65,576.00. The remaining budgeted funds will be utilized to help pay for installation of the equipment.
