SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2016 Parks, Recreation, Open Space, & Trails Master Plan (PROST) identifies the goal: "Ensure that new park facilities and amenities reflect current trends and local needs to maximize community use and participation". Strategies include responding to regional trends in conjunction with community interests, including disc golf.
Staff was approached in 2018 by disc golf advocates to explore the possibility of a disc golf course located in Erie. In 2019, Town conducted a Request for Proposals (RFP) for a Landscape Architecture firm to assist in the planning and design of a disc golf course, utilizing funds appropriated in the 2019 budget. The Town selected Wenk Associates to perform this work. The Town then formed a community stakeholder group of ten residents, disc golf advocates and an OSTAB representative to assist in finding a suitable site and course layout. After several meetings, the stakeholder group and staff selected the open space west of Colliers Hill and east of Coal Creek as a suitable course location. Wenk began to work on course layout and amenity options.
Staff solicited comments on the draft concept from residents at the Farmers Market on August 29th, 2019 and then presented the draft concept at an open house on November 7, 2019. Staff also presented a draft of the plan to the Open Space and Trails Advisory Board on December 9, 2019. Comments were reviewed and address in the final plan.
