SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2020 adopted budget includes the purchase of new and replacement fleet units. The Capital Budget includes purchasing a new and a replacement dump truck. Each unit is evaluated on the basis of age, mileage, and maintenance cost. Dump trucks are used for a variety of tasks including snow removal (plowing and anti-icing), debris removal and hauling (from clean up and street sweeping), materials handling and spreading (road base, recycled materials, asphalt). Shouldering machine hook ups for using the existing shouldering machine on roads without curb & gutter are also employed.

 

The first unit is a hook lift dump truck. An additional dump truck would relieve pressures on snow routes as well as deliver the same level of service that we have been providing during snow season. A hook lift gives increased versatility to switch from a dump bed to sander with one operator and is equipped with the same components and controls as the newer dump trucks. The use of a single axle relieve the wear and tear on the pick-up trucks with plows that are not as suited to moving large amounts of snow. The pick-up trucks also do not have equipment for combating icing problems in the winter. The increasing number of lane miles has led us to expand snow routes and run longer hours to complete a snow event.

 

The Town received the State Bid from McCandless International with a base bid price of $96,463 for the cab and frame only.  Since the unit is used in the snow plow operations, it needs to be equipped with necessary equipment for snow removal: hydraulics, snow plow with wing, dump box, and a sander with saddle tanks. McCandless received a State Bid from Kois Brothers Equipment Company, Inc. for $150,671 for the snow removal equipment and accessories.  The total cost for the unit is $247,134. This unit will take approximately nine months to be built and put in service.

 

The other dump truck is a replacement for unit 128 with a wing plow dump truck, similar to the one purchased in 2017. Unit 128 is a 2005 International 7400 Dump Truck used for the same operations noted above. This is the last of the three older units to be replaced. This unit will also be used for debris removal and hauling (from clean up and street sweeping), materials handling and spreading (road base, recycled materials, asphalt). It will employ shouldering machine hook ups for using the existing shouldering machine on roads without curb & gutter.

 

The Town received the State Bid from McCandless International with a base bid price of $99,986 for the cab and frame only.  Since the unit is used in the snow plow operations, it needs to be equipped with necessary equipment for snow removal: hydraulics, snow plow with wing, dump box, and a sander with saddle tanks. McCandless received a State Bid from Kois Brothers Equipment Company, Inc. for $141,003 for the snow removal equipment and accessories.  The total cost for the unit is $240,989. This unit will take approximately nine months to be built and put in service.
