SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Public Works, with assistance from Leonard Rice Engineers, has submitted an application to the Colorado Department of Local Affairs (DOLA) for an Energy/Mineral Impact Assistance Fund Grant (EIAF) in the amount of $785,955. The purpose of the EIAF Program is to assist political subdivisions that are socially and/or economically impacted by the development, processing, or energy conversion of minerals and mineral fuels. Funds come from the State severance tax on energy and mineral production and from a portion of the State's share of royalties paid to the Federal government for mining and drilling of minerals and mineral fuels on federally-owned land.  If received these funds (or alternate amount) will be used to help fund the installation of several water wells along Boulder Creek near the North Water Reclamation Facility, and act as a cost-effective, reliable and redundant water supply for the Town. The Town recently also received a $200,000 grant from the Colorado Water Conservation board (CWCB).

A condition of the grant is that the application be approved by the Town Board of Trustees, while the application was due December 2, 2019, DOLA has confirmed that Board approval coming after this date is acceptable.
