SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town has an existing contract with Leonard Rice Engineers to assist in exploring the development of groundwater wells adjacent to Boulder Creek near the North Water Reclamation Facility. As this project grew from a conceptual phase to a viable project and Water Court filing the Town requested that Leonard Rice perform additional engineering support in developing information required as part of the Water Court filing, related to the water rights that would be needed to develop the well field. Additionally, the Town requested that Leonard Rice assist in identifying grant opportunities and compiling applications for those grants. This work was identified as outside of the original scope of the project. Paul Zilis, Town Water Counsel has also reviewed this scope and supports the need for this change order. Funds are budgeted for this work

Next phase of this project will include design of a well field and associated pipes and pumps, acquisition of property and permitting. A new Scope of Work is being developed for that phase of work and we will be bringing that before the Board in the near future.
