SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Trustees have raised various questions regarding new regulatory and taxing authority provided to local governments under HB 19-1033. According to the Colorado Municipal League, this law, which was passed by the Colorado General Assembly and signed by Governor Polis this year, allows local governments to regulate nicotine products, and explicitly authorizes statutory and home rule municipalities to enact ordinances regulating the sales of tobacco or nicotine products to minors.
