SUMMARY AND BACKGROUND OF SUBJECT MATTER:

For processing facility rentals at the Erie Community Center, Town staff have been relying on a Town policy regarding "Campaigning at Town Facilities" that was issued in 2016. Based on a current review of that policy, staff have identified provisions that are ambiguous and subject to interpretation. To address this issue, staff worked with the Town Attorney to develop a new draft policy. That new draft policy is attached and has the title "ERIE COMMUNITY CENTER POLICY REGARDING RENTAL OF COMMUNITY ROOMS".
To ensure this policy reflects the Board of Trustee's desired policy, the Town Administrator asks the Board to comment on this draft. The Administrator will make changes to the draft as needed to reflect the Board's interests, and then implement the new policy.
The Town Administrator intends the proposed policy to clarify expectations for both staff and groups interested in renting the Erie Community Center. The proposed policy is a summary document reflecting key policy provisions. Staff will use the policy in conjunction with the more detailed "Facility Rental Guidelines", the current version of which is also attached. However, the reader should note that staff will update the Facility Rental Guidelines, especially the first paragraph under 1.0 GENERAL QUALIFICATIONS, RESTRICTIONS AND REQUIREMENT regarding "Campaigning" to reflect the new policy.
To help with this update, Town staff also researched how neighboring municipalities handle commercial and political activity in their community centers. A summary of that research is also attached.
