Approve KC Construction as General Contractor for ECC Tile Replacement Project

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

Erie Community Center (ECC) and Facility staff diligently maintain the ECC and has created a long term replacement schedule for components and amenities throughout the facility, usually to be conducted during the annual maintenance shutdown week.  Staff has identified several projects in 2019, one being the complete re-tiling of the women’s, men’s and family locker rooms.  The tile is original to the building and is beginning to show signs of wear and is becoming increasingly more difficult for staff to properly maintain.  In addition, drainage in some areas of locker rooms is difficult, caused by incorrect sloping directions towards drains.

 

Staff visited several other recreation facilities and met with staff to identify the most cost effective and durable tile design and layout.  Once complete, staff went to bid.

 

Construction Contract

On February 15, 2019, an invitation to bid was released and four bids were received as shown below:

KC Construction                                           $174,280.00

Spire Building Group                                  $182,748.00

Whitestone Construction                     $210,417.00

G2 Construction                                          $261,370.68

 

Analysis completed by staff it has been determined that KC Construction is the best overall contractor to complete the project based on the following factors:
