SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2019 budget includes the purchase of replacement ultraviolet bulbs at the North Water Reclamation Facility. The North Water Reclamation Facility discharges treated effluent into Boulder Creek.  One of the processes required by the permit is disinfection.  Traditionally this was done with Chlorine or other chemicals but technological advancement has brought about UV (Ultraviolet) Disinfection which is widely used today. 

 

UV lamps are inserted directly into the effluent stream in order to achieve an acceptable level of disinfection (pathogenic bacteria destruction) and comply with the discharge permit.  However like any light bulb, these lamps have a lifespan and need to be replaced in order to continue adequate disinfection.  The Town of Erie NWRF currently uses 144 UV lamps to disinfect its effluent and most of them are nearing or past their lifespan.  In order to both keep up with disinfection as well as keep a good record of lamp lifespan and warranty, it is recommended to replace every lamp at one time. 

 

Staff received a quote from DC Frost. Staff reviewed the pricing and recommends said purchase.
