SUMMARY AND BACKGROUND OF SUBJECT MATTER: Left Hand Water District ("Left Hand") operates a potable water system in Boulder and Weld Counties, providing potable water to its customers within those counties. In 1992, the Town and Left Hand entered into an intergovernmental agreement for emergency interconnection purposes to allow the Town and Left Hand to provide each other treated water in the event of an emergency and constructed the interconnect. The 1992 agreement expired by its own terms, and the Town and Left Hand would like to enter into the attached Interconnection Intergovernmental Agreement to agree to provide each other a temporary supply of potable water in the event of an emergency through the existing facilities and other emergency connections as needed. Entering into the Interconnection Intergovernmental Agreement would provide the Town water security by ensuring the availability of a back-up potable water supply in the event of an emergency water shortage, and it would allow the Town to assist Boulder and Weld County residents who are served by Left Hand in the event that Left Hand experiences an emergency water shortage. Left Hand has already executed the Agreement.
Staff recommends that the Board of Trustees authorize the Interconnection Intergovernmental Agreement with Left Hand Water District.
Board Goal: This serves the Board's goal to provide security for its water supply and would allow the use of emergency infrastructure to meet that goal.
