SUMMARY AND BACKGROUND OF SUBJECT MATTER:
At the June 13, 2017 Board Meeting the Board of Trustees awarded the design contract for the Erie Parkway Bridge Over Coal Creek to RockSol Consulting Group, Inc. At that time the Board of Trustees was notified that Staff will bring contracts back to the Board for the construction of this project. In addition to this resolution, on the agenda tonight is a Construct Management Contract for the construction of the Erie Parkway Bridge Over Coal Creek (Consent Agenda 18-377) and a resolution for Paying United Power for the relocation of their line and the installation of power and light poles for the project (Consent Agenda 18-378).
An Invitation to bid was posted on the Town’s website for the Erie Parkway Bridge Over Coal Creek on September 7, 2018 to ensure that local contractors were notified about this project. No Erie contractors submitted bids. To ensure the invitation to bid reached bridge contractors, the Colorado Contractors Association sent the invitation to bid to their members, in addition Staff reviewed Colorado Department of Transportation’s (CDOT’s) pre-qualified Contractors list and sent the invitation to bid to local bridge contractors on CDOT’s list.
A non-mandatory pre-bid meeting was held on September 19, 2018, 17 contractors were in attendance.

The low bidder is SEMA Construction, Inc. SEMA has been in business in Colorado for over 26 years Over the past five years, SEMA has constructed over 210 heavy / highway projects in the Rocky Mountain Region. They have completed bridge projects for CDOT, and other local municipalities. Staff has contacted references and found SEMA to be an experienced bridge contractor.
Staff is recommending awarding the construction contract for the Erie Parkway Bridge Over Coal Creek to SEMA Construction, Inc., in the amount of $ 5,124,696.75.
In addition to the construction costs, there will be construction management and United Power costs.

Project Budget
The 2018 Transportation Impact Budget has $2,182,769 remaining for the Erie Parkway Bridge over Coal Creek after the second supplemental. There is $7,000,000 in the 2019 Transportation Impact budget for the Erie Parkway Bridge over Coal Creek. The anticipated expenses for 2018 will be less than $2,000,000.
