SUMMARY AND BACKGROUND OF SUBJECT MATTER:
As part of the 2018 2nd supplemental budget process, funds were transferred to the Heavy Equipment line item in order to purchase replacement equipment for the Parks & Open Space Maintenance Division.
The reasons for the purchase of a replacement mower is as follows:
- This unit will replace the current Toro 5900 wide-area mower, which is eight years old and has over 2,600 hours.
- In the last two years, the current unit has required additional repair to the hydraulics and pump systems, resulting in lost productivity and increased maintenance costs.
- This critical piece of equipment enables staff to mow large areas quickly, reducing staff time spent mowing with smaller equipment. This type of mower is used five days a week, April through October.
The new unit being requested is a demo unit brought in by the vendor a few weeks ago due to the current mower going down for repairs. The demo model is the exact mower Parks was requesting for 2019, however the 2018 budget presents an opportunity to purchase now. The vendor has offered the Town the option to purchase the current demo, with additional add-ons and new blades for 4% less than a new model, saving over $2,000. The model is Tier 4 compliant, which represents the most environmentally-friendly diesel mower available. The new mower will enable staff to continue to efficiently mow Erie’s growing parks and maintain our level of service.
